On Monday, February 13, 2012, the economic offers of the participants in the bid were opened. The media was invited for the event. The final numbers were projected for all the audience to see. The Qualifying Committee will anounce the awarded firms on March 8. Here is a picture of the audience in the event.

Summary of economic offers


The Indicative Expansion Plan of the Generation System, which is part of the energy policies of the Republic of Guatemala, established the need to transform the current energy matrix to be able to generate energy through at least 60% of renewable generation resources by 2022.

Part of the actions of CNEE to achieve such Indicative Plan, is to approve the Terms of Reference for Open Bid PEG-1-2010, which seeks to promote competitive prices in the purchases of capacity and energy for distribution companies. This will benefit final users who are or are not affected by the Social Tariff Law, after large scale purchases of capacity and electric energy.

It has been agreed that Distributors will carry out a bidding process to aggregate their capacity and energy needs to be covered by the resulting contracts. This will also increase the number of potential investors, take advantage of renewable energy sources, dispersed all over Guatemala and to use more efficient technologies in the production of energy.

This invitation states the following:

Empresa Eléctrica de Guatemala, S. A. (EEGSA) and UNIÓN FENOSA DEOCSA-DEORSA invite all generating companies interested in the bidding process of energy and power, for the electricity supply for users of the final distribution service during the 2015 to 2030 period.

Companies interested in acquiring the bidding documents shall contact Empresa Eléctrica de Guatemala, S. A. (EEGSA), 6ta. Avenida 8-14, Zona 1, Guatemala City or Unión Fenosa Deocsa-Deorsa, 10 Avenida 14-14, Zona 14 Guatemala City, and pay the amount of fifteen thousand US dollars (U.S.$ 15,000.00). The Distributed Renewable Generating Companies who qualify as such under current regulations, will pay the amount of one thousand US dollars (U.S.$ 1,000.00).

In both cases, when picking up the bidding rules, the company must appoint an authorized representative, and state a physical address, email address, telephone and fax number within the perimeter of Guatemala City.

The authorized representative must be fully empowered to:

a) Receive notifications and communications on behalf of the interested company.
b) Make inquiries, comments or requests of clarification and modification of bidding rules on behalf the interested entity.

The bidding rules will be available to interested companies from February 7, 2011 to October 27, 2011, Monday through Friday, from 8:00 to 13:00 and 14:00 to 16:00.

Guatemala wins first place award among
best 75 infrastructure projects in Latinoamerica

During the 9th Annual Latin American Leadership Forum held in Rio de Janeiro, Brazil, in May 2011, Guatemala won the award in the category of "Best Engineering Project of the Year" for the Electricity Generation Project PEG-1-2010. The nominees were:

  • São Sebastião Port Expansion (Brasil)
  • Trans-Andean Railroad Project (Argentina/Chile)
  • Electricity Generation Project PEG-1-2010 (Guatemala)

The nominees were published in Revista Fator in Brazil and the PR Newswire website, among others. A list of projects can be seen in CG/LA Infrastructure.

According to Revista Fator, "the nominees for Engineering Project of the Year are recognized by the production of plans that reinforce regional competitiveness for the next decades. The projects in this category have an associated technical difficulty superior to other projects, which makes their implementation a great challenge and conquest".


The bidding process was officially launched on February 14, 2011. This open bid seeks to hire 800 MW of guaranteed capacity for the users of distributors EEGSA and DEOCSA-DEORSA, for a period of 15 years, starting on May 2015.
